Hang out in the area and see who's about. If someone catches your eye, give a little cough to let him know you're interested. Be wary of non-cruisers. Look out for section with the bars. Lots of guys just hanging about wanking.

Go down to level 1 and there are lots of hiding places in the Promenade wall.
